Jerry Dunleavy and John Solomon, writing at Just the News about a declassified Durham annex, stated that Durham noted Clinton-plan intelligence dated 26 July 2016, the same day they say Downer’s Papadopoulos tip was provided to the United States, and they called Downer “a Clinton supporter.” That is their frame. It is labeled commentary / secondary reporting. It is not a primary proof of Downer’s motive, party role, or a U.S. campaign title. This site does not upgrade “Clinton supporter” to a Fact line.

The underlying official document for predication remains the Durham report and the Horowitz review. The annex release was associated with Sen. Chuck Grassley’s Senate Judiciary Committee. A same-day coincidence, if Durham’s dates are read that way, is a chronology point. It is not a finding that Downer coordinated with a Clinton campaign plan.

Preferred-outlet search on this pass found no dedicated Downer feature at Breitbart, The Federalist (only a Mifsud piece that names him), Daily Wire (incidental), RealClearPolitics (no standalone URL verified), Deep Capture, or OANN. Those misses are stated. None were invented.
