The underlying official document for predication remains the Durham report and the Horowitz review. The annex release was associated with Sen. Chuck Grassley’s Senate Judiciary Committee. A same-day coincidence, if Durham’s dates are read that way, is a chronology point. It is not a finding that Downer coordinated with a Clinton campaign plan.
