They met over drinks in London. He wrote a cable. Two months later WikiLeaks dumped DNC mail and Australia passed the conversation. Horowitz says that Friendly Foreign Government tip opened Crossfire Hurricane. Durham printed the High Commissioner’s name, the May 10 meeting, the May 11 cable, and Downer’s own later recollection that Papadopoulos said “the Russians have information” — not Clinton emails, not a collusion pitch. The inspector general PDF still says FFG. The special counsel PDF says Alexander Downer. That is the file. He is a former foreign minister and High Commissioner. Not a judge.

What happened
Special Counsel John Durham’s May 2023 report states that on May 6, 2016, a foreign-government diplomat introduced George Papadopoulos to “Australian Diplomat-1,” and that on May 10, 2016, Papadopoulos and Australian Diplomat-1 met again and “this time they were joined by Australian High Commissioner Alexander Downer.” Both meetings were over drinks in public settings. Durham states the Australian diplomats were interested because of Papadopoulos’s Trump-campaign role. Durham cites a May 11, 2016 cable “from London (Alexander Downer) to Canberra” documenting the meeting (DFAT FOI release cited in the report), and an OSC Report of Interview of Alexander Downer on Oct. 9, 2019. Durham also notes an inconsistency: Crossfire Hurricane interviewers’ August 2016 FD-302 placed Papadopoulos’s Russia remarks on the May 6 meeting with Australian Diplomat-1 alone, while the October 2019 separate interviews said the statements were made in front of both Australian Diplomat-1 and Downer on May 10. Do not flatten May 6 and May 10 into one calendar Fact beyond Durham’s two-meeting chronology. The Kensington Wine Rooms venue appears in later news and Downer interviews — treat venue branding as reporting unless the cable text in hand names the bar.

What happened
DOJ Inspector General Michael E. Horowitz’s December 2019 Crossfire Hurricane examination states that Papadopoulos met FFG officials in May 2016 and reportedly “suggested” the Trump campaign had received some kind of suggestion from Russia that it could assist by anonymously releasing derogatory information about Hillary Clinton; the FFG did not provide that information to the U.S. government at that time. On July 26, 2016 — four days after WikiLeaks publicly released hacked DNC emails — an FFG official spoke with a U.S. government official about an urgent matter and provided the FFG information. The OIG states Crossfire Hurricane opened on July 31, 2016, after that FFG information, on a decision by then–Assistant Director Bill Priestap. The public OIG PDF does not print “Alexander Downer.” Durham separately states Australia provided the U.S. Embassy in London certain information on July 26, 2016; the State Department passed it to the FBI Legal Attaché; FBI Headquarters received the Australian information on July 28, 2016; and “Paragraph Five” from a May 2016 Australian cable was quoted in the Crossfire Hurricane Opening EC. Durham: the impetus for passing Paragraph Five in late July was the WikiLeaks DNC release. Keep OIG’s FFG label and Durham’s Australia / Downer naming as layered primaries — do not invent that Horowitz typed the surname.

May 2023 — Durham: no verified collusion intel at opening
What happened
Durham’s report states that before FBI Headquarters received information from Australia on July 28, 2016, concerning comments reportedly made in a tavern on May 6, 2016 by George Papadopoulos, the government possessed no verified intelligence reflecting that Trump or the Trump campaign was involved in a conspiracy or collaborative relationship with Russian officials. Durham wrote that neither U.S. law enforcement nor the Intelligence Community appears to have possessed any actual evidence of collusion in their holdings at the commencement of Crossfire Hurricane. Durham further states Paragraph Five was the sole basis cited for opening a full investigation into individuals associated with the Trump campaign, and that no defensive briefing was provided to Trump or the campaign on the Australian information — the Bureau instead opened full investigations on Papadopoulos, Carter Page, Paul Manafort, and Michael Flynn. Those are Durham’s findings about FBI predication and choices. They are not a criminal conviction of Alexander Downer. Note Durham’s “tavern / May 6” formulation in the executive summary versus the two-meeting May 6 and May 10 narrative later in the report — keep the layers.

October 9, 2019 — OSC interview of Alexander Downer
What happened
Durham’s report repeatedly cites an “OSC Report of Interview of Alexander Downer on Oct. 09, 2019” (and related field notes). Per Durham’s summary: Downer and Australian Diplomat-1 were interviewed together by Crossfire Hurricane investigators in August 2016; they were interviewed separately by Durham’s Office in October 2019; Downer stated he would have characterized Papadopoulos’s statements differently than Paragraph Five; Downer’s recollection was “the Russians have information,” without Clinton emails, dirt, or a specific Russian offer of assistance; Durham also cites Downer’s public remark (Fox News / Brooke Singman, May 10, 2019) that there was “no suggestion” of collusion between Trump or the campaign and the Russians. An interview memorialized in a Special Counsel report is a primary citation. It is not a charging document and not a published full transcript hosted on this site.

What happened
On 31 March 2014, Foreign Minister Julie Bishop announced the appointment of the Honourable Alexander Downer AC as Australia’s next High Commissioner to the United Kingdom of Great Britain and Northern Ireland. The DFAT release recites his foreign-minister service (1996–2007), UN Special Adviser on Cyprus role, Companion of the Order of Australia (2013), and expected take-up in May 2014. Durham later identifies him as Australian High Commissioner Alexander Downer in the May 2016 Papadopoulos narrative. The 2014 appointment release does not mention Donald Trump, George Papadopoulos, or Crossfire Hurricane — those events had not occurred. Do not read 2016 backward into the 2014 press release. Arrangement of diplomatic meetings from the High Commission is not, by itself, a finding that the May 2016 meeting was a planned sting.

Durham put his name on the May 10 drink and the May 11 cable. Horowitz still would not. That gap is not a mystery novel. It is how the same tip got labeled FFG in one PDF and Alexander Downer in another.
