King’s College London’s public biography states that Alexander Downer was Executive Chair of the International School for Government from 2018 to 2023, after the High Commission posting. The same page says he is chairman of the U.K. think tank Policy Exchange and a trustee of the International Crisis Group. A RUSI people page lists him as a distinguished fellow. Those are later institutional titles. They are not U.S. investigative findings.

U.K. Parliament oral evidence records him identifying himself as current chairman of Policy Exchange and stating he had completed his King’s College term. The Hoover Institution fellow page repeats the 2018–2023 King’s dates and the Policy Exchange chair. Use the institutional bios. Do not invent corporate boards or dollar figures not on those pages.

None of those later roles convert the 2016 meeting into a crime, and none erase Horowitz or Durham. They close the resume after London.
